Luis began his career at Bayview as Personnel Director after earning his bachelor’s degree in Economics and Administrative Studies from UC Riverside. In that role, he developed a deep understanding of personnel training certifications, construction management, union agreements, and payroll processing. He also managed project-specific requirements and efficiently allocated personnel—such as apprentices, local hires, and skilled and trained laborers—to meet the needs of each job.
Luis worked closely with City Build and other employment agencies to support their workforce development goals while ensuring Bayview remained compliant with local hire regulations. After three successful years as Personnel Director in Northern California, he transferred to the Southern California division, where he served as a Project Engineer. There, he oversaw project scheduling and collaborated with both the Operations and Estimating departments to ensure jobs were completed safely, on time, and within budget.
Now serving as Operations Manager, Luis leads the day-to-day execution of Bayview’s projects across Southern California. His leadership ensures operational excellence, field efficiency, and the continued growth of the company in one of its most dynamic markets.
